Photoshop or anything similar to it can do it

Or you could take a black and white photo (the certain colors wont come out the same, it will be all black and white), open it in a power point presentation, add some words in different fonts (you can download free fonts at dafont.com), move them to where you want them, change the colors, make a box around it in whatever color you want.

i cant see the picture.. but a good way to change the color and just everything about a picture is by downloading picasa. just type in in on the google toolbar.. you can crop.. change the color, lighting, warmify, sepia, glow, and saturate etc. any picture on your computer. you can make a not so good picture look GORGEOUS.. ps.. dont add that guy on myspace, notta good idea.
